Sheriff Forms Committee to Help Plan County Police Department

New department will start Jan. 1, 2015. Committee will help make decisions about new logos, decals and uniforms.

By the slimmest of margins, voters in St. Charles County decided to create the St. Charles County Police Department.  St. Charles County voters passed a charter amendment by 1,154 votes (81,812 yes votes to 80,658 no votes) to create the new police department. The changes are set to take place on Jan. 1, 2015.  Sheriff Tom Neer plans to form a committee by the end of the year to start addressing concerns and issues related to creating the new department. "That committee will look at issues that may have slipped through the cracks and need to be addressed," St. Charles County Sheriff Tom Neer said. Man Rampages in Home and Squad Car, Police Say

A St. Charles man threw dishes, damaged furniture and screamed; when deputies arrested him, he spit at and threatened them and damaged the police vehicle, according to a report.

A St. Charles man damaged bedroom furniture, dishes and a patrol car after officers responded to the scene Monday. Kenneth Hart, of the 3600 block of Fairview Drive in St. Charles, began throwing things throughout the house, knocking over furniture and yelling Monday, said a St. Charles County Sheriff’s deputy. His girlfriend, who owns the broken items, fled from the home because she feared for her safety, the deputy said. As officials were arresting Hart, he spit at one deputy and threatened him. Hart said, “All I have to do is kill one (expletive) pig and I can be with the rest of my family in prison,” according to a court document. Two Men Beat Victim With Metal Bars, Deputy Says

The men planned Tuesday's attack on the man in his Harvester home, deputies said.

Two men attacked a man, beating him with metal bars Tuesday in the Harvester area, said a St. Charles County Sheriff’s deputy. Luke Feil, 19, whose last known address was in the 1700 block of Florine Road in St. Charles, and Anthony Ingracia Jr, 18, of the 1300 block of Drummond Court in Harvester, were charged Wednesday with second-degree assault. Deputies said Feil and Ingracia entered a home in the 3400 block of Huntington Lane in Harvester intending to assault the man. The men ran at the victim, punched and kicked him and knocked him down, according to court documents. Both men picked up metal bars and struck the man, injuring him, according to the deputy's report. Man Sold Crack to Drug Task Force Detective, Police Say

Detectives said the man sold drugs to an undercover agent twice in two days.

A St. Charles man faces drug charges after St. Charles County Drug Task Force detectives said he sold crack cocaine to an undercover officer. Orlando Holts, 41, of the first block of Sugar Maple Lane in St. Charles, was charged Sept. 13 with two counts of distributing a controlled substance. Drug Task Force detectives said in a report that Orlando sold an undercover officer crack cocaine for $110 on Sept. 10 and again on Sept. 12. Both times the transactions were at Holts’ apartment, according to the report. Holts was on probation for first-degree robbery and armed criminal action, detectives said. Deputies Find Meth Lab in Backseat Backpack

Two people were charged with intent to make methamphetamine after a traffic stop.

A man and a woman face criminal charges after officers found a disassembled meth lab in a backpack during a traffic stop Aug. 27. Jason Barnes, 33, and Katherine Sullivan, 36, of the 2000 block of Hackmann Estates Drive in St. Charles were charged Tuesday with intent to manufacture methamphetamine and illegal use of drug paraphernalia. St. Charles County Sheriff’s Department deputies pulled over a car on westbound Interstate 370 near I-70 in St. Peters Thursday. A deputy spotted Barnes and Sullivan in the vehicle’s backseat with a backpack that contained chemicals, equipment and tools used to make meth. The backpack also had spoons and syringes, according to court documents. Bond was set at $50,000 each for Barnes and Sullivan, cash only. …

Should County Sheriff's Department Change to a Police Department?

St. Charles County approved a bill to ask voters whether the county Sheriff's Department should switch to a Police Department with an appointed police chief.

St. Charles County could have both an elected sheriff and an appointed chief of police in the future.  The St. Charles County Council voted Monday to put the issue on the November ballot and let voters decide whether to establish a county police department which would be responsible for law enforcement duties in the county.  Under the proposal, the St. Charles County Sheriff's Department would remain in charge of court services, prisoner transport, process serving.  Council members John White, Terry Hollander, Joe Cronin and Nancy voted in favor of putting the matter before the voters. St. Charles Man Sells Fake Heroin to Cop, Gets Arrested Anyway

Ryan Beasley told police he sold the fake heroin so he could buy heroin for himself. The St. Charles man is being charged with selling an "imitation controlled substance."

A St. Charles man sold two pieces of gravel to an undercover detective, telling him the rocks were raw heroin. A St. Charles County Drug Task Force report said the man doctored the gravel to resemble heroin. A close visual inspection and field tests revealed the substance was not heroin, detectives said. Ryan T. Beasley, 29, of the 1200 block of Lakeshore Drive in St. Charles, was charged Wednesday with delivery of an imitation controlled substance. Detectives said the undercover officer met Beasley near Time Centre Apartments in St. Charles and bought the fake heroin from him for $60. Teen Charged as Adult in Fatal Hill Hopping Crash

Police said Michael Gianino was going more than 75 mph over a hill on Greens Bottom Road when he lost control, flipping the car several times.

A teenager was charged as an adult 10 months after flipping his car in St. Charles County, killing one passenger and seriously injuring another. Michael Gianino, 17, was 16 years old when his Oct. 17 crash on Greens Bottom Road in St. Charles County killed Clayton Newell, a sophomore at Francis Howell North High School. Gianino’s younger sister, Samantha Gianino, also was seriously injured. Gianino was charged Tuesday with second-degree involuntary manslaughter and second-degree assault. St. Charles Man Charged as Crack Cocaine Dealer After Serving 10 Years in Prison

Drug Task Force detectives said they found crack cocaine and items used to sell drugs at the suspect's home.

A St. Charles man faces criminal charges of dealing crack cocaine after a St. Charles County Drug Task Force investigation. Brian K. Billingsley, 31, of the 1500 block of Dartmouth Drive in St. Charles, was charged Thursday with distributing a controlled substance and illegal use of drug paraphernalia. A St. Charles County Drug Task Force detective reported they found 1.5 grams of crack cocaine after executing a search warrant at Billingsley’s home Aug. 15. The report said they found a digital scale, baggies and used knotted baggies with the corners cut off and items consistent with selling drugs. Billingsley denied selling drugs, the report said. Man Stole Cadillac, Burglarized Home Twice, Police Say

Detectives said Gregory N. Murphy, 25, broke into a home’s basement in the first block of Bunker Hill in St. Charles County while the owners were home and stole food, change, and keys to a 2005 Cadillac Deville and a garage door opener.

A man was arrested Aug. 9 for driving a stolen Cadillac, which he stole after burglarizing a St. Charles County home, a St. Charles County Sheriff’s detective said.
