After two meetings in January the Schools, Mental Health and Emergency Services Task Force has submitted its Initial Report of Findings to St. Charles County Executive Steve Ehlmann. The Task Force was tasked with making initial findings to the County Executive on security measures, policies and training, enhanced security options, on-site school security reviews, and other measures designed to enhance the security of schools throughout the county and on Feb. 7 it did just that. A recent fight at St. Charles West has the school encouraging students to come forward when they hear rumors of threats.
Students alerting school officials of rumors of fights and threats on social media could be key to preventing violence in schools, said St. Charles School District Superintendent Jeff Marion. A recent fight that broke out at St. Charles West high school between West students and teenagers who were not district students began on Twitter, Marion said. "The only thing that might have made a difference is if someone, if some of the kids had given us a heads up," Marion said. "Maybe we could have talked to parents and kids and intervened." The St. Charles County school safety task force may not have any legislative power, but that didn't stop it from making suggestions for improvements on Tuesday. Two weeks after the first meeting of the Schools, Mental Health And Emergency Services Task Force, the 14-member panel of school administrators, law enforcement and mental health professionals met for the second time early Tuesday at the Spencer Road Library. After spending much of the first meeting listening, meeting No. 2 was more focused on discussion and having a conversation. School Districts, police seek input from community on school safety issues.
Getting more school resource officers and security in schools has been touted as a solution to the issue of school safety in the weeks following the Newtown, Conn. shooting. But St. Charles County Sheriff Tom Neer said Tuesday in a meeting of the newly-formed Schools, Mental Health And Emergency Services Task Forc that having a school resource officer at schools won't eliminate the threat of a shooter at a school. He said it may deter someone from going to the school if they knew an officer was on duty, however, he pointed out that Columbine had an SRO on duty when Dylan Klebold and Eric Harris killed 13 people at Columbine High School in Littleton, Colo., in 1999. St. Charles School District Superintendent said adding officers at each school would cost $600,000 a year.
Posting an armed officer in every St. Charles school and in schools across the country is the goal of the National Rifle Association (NRA), the guns-rights lobby announced on Friday. "The only thing that stops a bad guy with a gun is a good guy with a gun," said Wayne LaPierre, the organization's top lobbyist, at a Friday news conference, according to a Huffington Post report. District may put bond issue before voters to pay for more than $2.5 million in security improvements and other construction projects.
The district has identified $2.5 million in security upgrades that are needed across the district, including installing an alarm system to the front door of each building, electronic locks and a card entry system. Following the shooting at an elementary school in Newtown, CT on Friday, Superintendent Jeff Marion posted an update online with information about the district's current security measures and plans for improvement. Marion reassured parents that the district staff has had training for situations involving an intruder or an active shooter in the schools.
