New Police Chief Says Department Needs Stability

Chief Randy McKinley started Jan. 21 and is expected to be sworn in Feb. 5.

On Feb. 5, Mayor Sally Faith will swear in the third leader for the St. Charles Police Department in less than a year.  New Police Chief Randy McKinley started with the city Jan. 21. He previously served as police chief in Bloomington, Ill. for four years.  McKinley's hire was approved by the St. Charles City Council in December after a six month search. Last April, Chief Dennis Corley resigned after the St. Charles Police Association gave him a vote of no confidence. Corley had been chief since 2007.  The city also considered hiring Larry Stulce, who served as interim police chief during the search. St. Charles Hires New Police Chief from Bloomington, IL

Randall McKinley will start Jan. 21.

St. Charles has hired a new police chief from Bloomington, IL. Randy McKinley, current police chief in Bloomington, will start with the city Jan. 21.  The city council approved Mayor Sally Faith's appointment of McKinley on Tuesday.  McKinley has been with the Bloomington Police Department for 29 years, according to a press release from the city. He served as police chief for the past four years.  The city also considered Interim Police Chief Larry Stulce, on loan from St. Louis County Police Department and Iowa City Police Chief Sam Hargadine.  More than 45 people applied for the position, which was vacated in April by Dennis Corley.  According to the St. Louis Post-Dispatch, the vote for McKinley was not unanimous among members of the …

Council Approves Interim Fire Chief

Mayor Sally Faith appointed Deputy Fire Chief Rick Daly to the interim position while the city conducts a search for a new chief.

St. Charles City Council approved the appointment of Deputy Fire Chief Rick Daly as the interim fire chief for the St. Charles Fire Department. Ernie Rhoads, who served as chief for nine years in St. Charles, resigned last week after he was hired as head of West County EMS and Fire Department. Daly has worked for the St. Charles Fire Department for 31 years, the last 16 as deputy chief in charge of operations. Daly said spending time as interim chief will allow him to consider whether he'd like to apply for the job full time. Daly's current position as Deputy Fire Chief of Operations is being held open, he said. Daly previously worked as chief of the Kirkwood Fire Department, which he said gave him a taste of what the job would be like. …

Mayor Plans to Form Committee for Police Chief Search

St. Charles City Council Approved Appointment of Capt. Lawrence Stulce as Interim Police Chief on Tuesday.

St. Charles City Council on Tuesday unanimously approved St. Louis County Police Capt. Lawrence Stulce's appointment as the interim police chief for St. Charles for the next six months. Councilman Mike Weller, Ward-5, was absent from the work session. Stulce will be sworn during the May 15 council meeting. His first day is May 14. The city plans to conduct a national search for a new police chief, and expects to hire someone by the end of the year. Director of Administration Michael Spurgeon said Mayor Sally Faith hasn't yet decided whether she wants to hire an outside search firm to assist in the process.
