St. Charles Celebrates Progress on Streets of St. Charles Project

Mixed-use retail and residential project broke ground in 2008 and the first They held a ribbon cutting Tuesday.

More than five years after the old Noah's Ark restaurant at Interstate 70 and Fifth Street was demolished, city officials gathered to cut the ribbon on the long-delayed mixed-use project that took its place.  The first building in the Streets of St. Charles development opened earlier this summer with several tenants including Five Guys Restaurant and Fries, MassageLuxe and the Art Institute of St. Louis.  On Tuesday St. Charles city officials celebrated the opening with Cullinan Properties, the developers of the project.  "It's such an exciting site," said Diane Cullinan Oberhelman, a founding partner of Cullinan Properties. St. Charles Approves Changes to Streets of St. Charles Plan

Smaller project is expected to generate about $4.5 million less in taxes, which are used to pay off bonds backed by city.

The Streets of St. Charles project may have fewer residential units and a smaller total square footage going forward. The St. Charles City Council approved a request from Cullinan Properties to amend the development plan for the mixed-use project, reducing the minimum number of residential units from 520 to 400. In addition, total square footage minimum would reduce to 718,000 from current low of 1.1 million. The council approved the request on a 8-1 vote. Councilman Tom Besselman, Ward-2 voted no and Councilman Michael Weller, Ward-5, was absent. Council Pushes Off Decision on Changes to Streets of St. Charles

Cullinan Properties asked the council to consider changes to the development plan.

The St. Charles City Council pushed off a decision on a request to reduce the minimum number of residential units that would be built at Streets of St. Charles project.  Cullinan Properties requested the reduction in residential units and minimum square footage, asking to build between 400 and 590 units in two buildings. The current plan calls for 520 to 620 units to be built in four buildings on the site.  In addition, total square footage minimum would reduce to 718,000 from current low of 1.1 million.  Council members tabled the request because they said they still were looking for information that Cullinan Properties had not yet provided.  Councilman Dave Beckering, Ward-7, said he felt he didn't have sufficient data about how a …
