City Won’t Require All Directors To Live Within The City

Council hopes amendment will bring in more candidates for St. Charles City department director positions.

At Tuesday night’s St. Charles City Council meeting, the council introduced a bill that would amend the rule stating all city department directors must live within the city. Ward 3 Councilwoman Laurie Feldman said candidates for department director positions usually have families and are more established in their homes. Feldman said finding more than a few people with director experience who live in the city can be a challenge. “We have had some monumental issues trying to hire people,” Feldman said. Ward 8 Councilman Mike Klinghammer said in these tough economic times, it is much harder for people to move. Klinghammer said the city does not want to pass up potential directors who live nearby. “We don’t want to eliminate any good …

I seem to recall that the city's former finance director, Karen McDermott, was hired at a time when department heads had to move into the city. And yet, somehow, over many years, she never was forced to move into the city.   more ›

Francis Howell Approves Revised Tax Rate

Board of Education changes its mind and votes for a lower tax rate than the one approved two weeks ago during a special meeting Wednesday.

The tax rate for the Francis Howell Board of Education is changing. Again. Nearly two weeks after the Board of Education approved the new rate that would impact fiscal year 2012, a special meeting was called for Wednesday night to reconsider the rate. By a 4-3 vote, the Board voted to amend the previously-approved tax rate and approve a new rate of $5.1352. Johnson brought the motion for the amendment forward to change the rate and received a second from Hoehn. Board members Cynthia Bice, Amy McEvoy, Marty Hoditis opposed the new lower rate. Board President Mike Sommer, Board Vice President Steve Johnson and Board Treasurer Mike Hoehn and Board member Mark Lafata were for the lower rate. The rate is up from the 2010 rate of $5.0008. At the…

Looking Ahead: Francis Howell Board Approves Budget for Next Year

District will be operating at a deficit for the 2011-12 school year.

It’s only fitting that the last Francis Howell Board of Education of the 2010-11 school year would start to look to the next school year. With a 6-1 vote, the Board approved the preliminary budget for the 2011-12 school year. Board Director Mark Lafata was the lone dissenting vote on the budget. The preliminary budget was first discussed at the June 2 meeting. With declining revenues because of decreasing property taxes and lower funding by the state, the Francis Howell School District will be operating on a deficit budget and using reserve money to cover the losses. The budget projects revenues of $202,275,294 for the 2011-12 school year. In 2010-11, the District had revenues of $247,106,758. On the expenses side, the budget calls for the…

Committee to Finalize Plan for New Boundaries in St. Charles Schools

District plans two open houses with parents to discuss changes for next year.

Nearly 280 students will leave their current schools to attend Blackhurst Elementary School when it opens next fall. Other students may have to switch schools as the district tries to keep the class sizes balanced.  A committee of parents and community members has been charged with deciding who is going where.  Despite the snow, the group plans to meet Tuesday at 6:30 p.m. to approve a final plan for creating new boundaries for each of the six elementary schools. Last Thursday, the committee tried different ways to divide the city using software that shows precisely where each student lives. District administrators created several options to show the group of about 20 parents and principals the ways to approach the problem. St. Charles …

The public has a chance to comment on the Aug. 10 date at a 6 p.m. hearing Dec. 9.

Community members will have a chance to voice opinions tonight on the proposed Aug. 10 start date for students in the St. Charles School District next year. A public hearing on the issue is set for tonight from 6-6:30 p.m. prior to the Board of Education meeting, which is scheduled for 7:30 p.m. The board is required to hold the meeting before it approves next year's calendar. Meetings are held at the district's Administrative Center, 400 North Sixth Street. The proposed calendar has Aug. 10 as the first day of school and May 16 as the last day, for a total of 182 school days. Other area districts have cut back on the number of student attendance days in an effort to save money. Students in the Francis Howell School District, for …
