City Council Will Consider Change to Charlestowne

A group of residents from Charlestowne is expected to present a petition to the city council Jan. 17 about changes the developer hopes to make in the neighborhood. 

Fischer and Frichtel requested a change to the development agreement in the neighborhood, which would allow them to build 48 single-family homes in a place that was to have 78 townhomes.

The group, led by resident John Frolker, wants the 48 single-family homeowners included in the neighborhood covenants and the homeowners required to pay for a maintenance plan, like the owners of surrounding townhomes.

An ordinance that is expected to be introduced tonight would change the agreement to allow the 48 single-family row homes.

The single family homes would be landscaped consistent with the townhomes, no less than the first floor would have masonry and they would be included in the townhome covenants which means they would receive the same lawn service as the single-family homes.

Other items on the agenda:

  • A resolution to adopt a policy to allow departmental directors to purchase his or her assigned laptop when it's scheduled for replacement.
  • A resolution urging the Parks and Recreation Board to reverse
  • Bills that would authorize the Convention and Visitors Bureau to apply for grant funding from the Missouri Division of Tourism.
  • Ordinances annexing and rezoning the property at 1213 Sherbrook Road, which is adjacent to the Talbridge subdivision.
  • An ordinance declaring the acquisition of property for the Missouri Flood Gates Improvements Project necessary through purchase, gift or eminent domain.

Items being introduced on Tuesday which would be up for passage during the Feb. 7 City Council meeting include:

  • An ordinance to enter a contract with Gershenson Construction Co. for the Elm Street Widening Project for an amount not to exceed $865,220.
  • Authorization to enter in a contract with Plocher Construction Company for the Adams Street Lift Station Modifications for an amount not to exceed $4.475 million.
  • An ordinance that designates the Lindenwood Town Centre, located across First Capitol Drive from Lindenwood University, a redevelopment area, approved a redevelopment plan and project and adopts Tax increment financing. The ordinance will be held until the Redevelopment Agreement is complete.

Items up for council discussion include:

  • Possibly canceling the council work session on Feb. 14.
  • Possibly appointing Councilmember Laurie Feldman as council liaison on the Parks and Recreation Board.
