St. Charles Police said the officer saw Burrows throw down a beer can in the alley behind 723 North Second Street. After repeated attempts to have Burrows pick up the beer can and throw it away in a dumpster five feet away, the officer told him he was under arrest.

Burrows then hit the officer in the head, according to the report. The officer said Burrows repeatedly tried to pull away and hit the officer while being handcuffed.
After Burrows was put in the squad car, he threatened to kill the officer after he got out of jail and then kicked out the patrol car window and damaged the car door, according to the report.
The officer said Burrows continued trying to kick him through the broken window. He was transferred to a second patrol car and was taken to St. Charles jail.
Burrows was released from St. Charles jail Tuesday on his own recognizance. Bail was set at $5,000.
