A 39-year-old St. Charles man was charged on June 22 with possession of a controlled substance with intent to distribute, a felony.

Michael S. Edwards, of the 1400 block of Gettysburg Landing, was attempting to sell heroin to two people on April 16 in a parking lot in the 2000 block of Old Highway 94, according to a probable cause statement signed by St. Charles County Sheriff's Deputy Edwin Lutz.

According to the statement, Lutz was doing surveillance on the area when he saw Edwards get out of his parked car and get into a second car that pulled up. Both the driver and passenger in the second car made a written confession that they were in the middle of buying heroin from Edwards, who had 56 capsules of heroin in a pill bottle.
