Trail Extension Will Connect Bikers From Downtown St. Charles to St. Peters

The Great Rivers Greenway will host an open house on Thursday to discuss Phase II of the Centennial Greenway, which would extend through areas of the cities of St. Charles, St. Peters and St. Charles County.

Businesses are inspected one to four times a year or after public complaints. "Lower-risk" places, like gas-stations that serve pre-packaged foods, are inspected less often than "higher-risk" places, like a restaurant, said Doug Bolnick, spokesman for the health department. The establishments begin with a score of 100 and points are deducted based on the severity of problems observed. City, Ameristar Could Be Exempt From Smoking Ban if State Bill Passes

The City of St. Charles and the Ameristar Casino could be excluded from any future country-wide smoking ban if the city were to create its own health department if a bill making the rounds in Jefferson City gets approval.

A new bill making its way through the Missouri legislature could allow St. Charles to exclude the city and Ameristar Casino from any future county-wide smoking ban if the city set up its own health department, the St. Louis Post-Dispatch is reporting.  According to that report, the bill, which recently won State House of Representatives committee approval and was requested by St. Charles Mayor Sally Faith, would add St. Charles to a list of cities that state law exempts from county health regulations if they organize their own municipal health departments. Smoking Ban Public Hearings Begin May 6

St. Charles officials are asking for public input regarding a city-wide smoking ban that local lawmakers are considering over in the city council. The first meeting is to be held May 6.

Members of the St. Charles City Council are moving forward with an ordinance to ban smoking in the city. But first, they're looking for input from residents.  The city council, along with Mayor Sally Faith, will host a series of smoking ban public hearings beginning May 6 at 7 p.m. inside St. Charles City Hall.  The meetings are designed to offer residents and business owners an opportunity to give feedback on the issue.  The proposed law would ban smoking in the city, but likely hand out more than a dozen exemptions to businesses such as casinos, bars, bowling alleys and more. Council members discussed the bill—deemed the Smoke-Free Air Act—during the April 9 council meeting.  The other two meetings are planned for May 13 at St. Charles …

Driver in Crash That Killed Unborn Baby Was High, Police Say

Witnesses told police that Paul Joseph Murphy failed to stay on the right side of the road and ran stop lights before crossing the center line and causing a head-on collision on West Clay.

A St. Charles man was driving under the influence of drugs when his car crashed head-on into another car carrying a pregnant woman, causing her to miscarry March 16, officials said. Paul Joseph Murphy, 52, of the 1000 block of Crescent Drive in St. Charles, was charged Tuesday with involuntary manslaughter and three counts of second-degree assault. St. Charles Police said that Murphy’s car crossed over the centerline at 2850 West Clay in St. Charles and collided with the oncoming car. The woman, who was 19 weeks pregnant, delivered a stillborn child upon arrival at the hospital. Witnesses told police that before the crash they saw Murphy’s car crossing into oncoming traffic and failing to obey traffic signals. All three passengers in the …

Steinhoff Asking for Vote Recount After Slim City Council Loss

Bryce Steinhoff lost his bid to become a St. Charles City Council member by just four votes. By law, he's allowed to ask for a recount and that's exactly what he's doing.

Bryce Steinhoff is exercising his right to a recount of his four-vote loss to City Councilwoman Bridget Ohmes on April 2, the St. Louis Post-Dispatch reports.  Ohmes reclaimed her seat on the city council with 482 votes, just four more than Ohmes' 478. State law allows a candidate to ask for a recount if they lose the vote by less than one percent of the total votes cast in the race.  Elections Director Rich Chrismer said he expected a judge to schedule the recount for sometime next month, the Post-Dispatch report said.  During the April 2 election, council members Jerry Reese (Ward 6) and Rod Herrmann (Ward 8) also won reelection to their respective seats. Anti-Smoking Ban Bill Would Put Penalties on Cities, Counties With Smoking Bans

A proposed bill that would hand out penalties to cities or counties that enforce smoking bans would take money away from those towns and pump it into the local public school district.

More smoking ban news is making headlines—this time on a statewide level.  State Rep. Kathie Conway, R-St. Charles, is pushing a bill through the state legislature that would place financial penalties on local counties and cities that enforce smoking bans.  According to the St. Louis Post-Dispatch, Conay is trying to protect the rights of owners of bars, restaurants and other businesses to decide for themselves whether to allow smoking.  “If these municipalities and counties are going to hurt the income of small businesses, maybe their bottom line should be affected as well,” she told the Post-Dispatch. Planning and Zoning to Consider Demolition of Motel For New Enterprise Leasing Office

Enterprise currently operates a car sales lot and a car rental office on nearby properties.

The St. Charles Planning and Zoning Commission will consider a site plan tonight for the construction of a new Enterprise Leasing sales office and parking lot at 3717 Veterans Memorial Parkway The site plan includes the demolition of the Arch Budget Motel that is currently located at that address. The two-acre property is zoned C-2 General Commercial District. Currently, Enterprise Car Sales is located at 3733 Veterans Memorial Parkway and Enterprise Rent-A-Car at 3725 Veterans Memorial Parkway.

St. Charles City Council Approves $1.2 Million Contract Renewals for Annual Road Repairs

Even though delays have prevented completion of the 2012 crack seal and asphalt overlay program, the city council voted to renew those contracts for 2013.

The St. Charles City Council voted Tuesday night to renew contracts for the 2013 asphalt overlay and crack seal programs. A city memo noted the 2012 asphalt overlay program was 73 percent complete as of March 25 and the 2012 crack seal program was at 74 percent complete and that both projects were on hold due to weather conditions. The memo noted the city was satisfied with the companies' production rates and quality of work and that renewing the contracts would allow for repairs to continue without further interruption. The contract with Sweetens Concrete Services was renewed with a three percent price increase, with the 2013 project not to exceed $100,000 total cost. The contract with Ford Asphalt Company was renewed with no price …
