- The St. Charles City Council on July 10 upheld the decision of the City Landmarks Board to deny Rudge Gilman's application to install white vinyl windows replacement windows on the second floor of his building at 204 North Main Street. Gilman replaced the windows without first getting approval from the Landmarks Board, which is required in the historic district. The Landmarks Board found the windows he installed to be inappropriate size and and not historically accurate and denied his application. Rudge appealed to the City Council, which upheld the decision, which means the windows would have to be replaced.
